Two potential witnesses – joggers who crossed paths with the man in the lead-up to the attack – made contact with police following a public appeal earlier this month.
Detective Inspector Brad Ainsworth said the pair had ultimately been unable to assist.
“The two joggers did come forward but at this stage the offender is still outstanding,” he said.
The attack occurred on a cycle path between Bank Street and Marine Drive, about 7.30pm on July 30.
Two women aged 20 and 23 – international students at the University of Wollongong - were walking south when they were confronted by a man who stood in the middle of the path, masturbating.
Detective Inspector Ainsworth said the women attempted to run away, but the man grabbed one of them and pulled her to the ground, before both got away. The women were shaken but uninjured.
